The function epicsThreadSleepQuantum() returns the minimum slumber interval
obtainable with epicsThreadSleep() on the local operating system in seconds.

Depends on the tick interval of your operating system. Our VxWorks is
configured for a 60 Hz clock, so the delay gas a resolution of 16.67
ms. Your mileage may vary.
