Hi Victor,
Tornado 2 is a commercial product by Wind River Systems, formerly known
as vxWorks development environment.
You would need to buy a license, if you would want to run it.
But maybe you don't need it anyway.
If you starting up with EPICS you should run your IOC on a PC with Linux
of Windows.
The first version to run on Linux is EPICS 3.14.
Have a look at http://www.aps.anl.gov/epics/about.php
in particular the "getting started" section.
