That's likely to be at least contributing towards the problem, and it
certainly isn't going to help you find someone willing to help you debug
it. I recommend installing R3.14.9 and using that for building your
host tools (or at least for EDM). You do *not* have to use the same
version of Base for your CA clients that your IOCs are running on.

I don't expect anyone to help me debug problems with obsolete versions.
If nobody has any idea why this is happening then updating everything is
the next logical step, but it's going to be a significant effort because
we have not yet built any production host tools against any 3.14 version
of EPICS. The version of 3.13 we've been using for years has shown no
such problems on HP and no other tool is failing on RHEL.
I was hoping to find some similar enough reports to make me optimistic
that the effort would solve the problem. I couldn't find any on
tech-talk or the EDM website, so I thought it prudent to ask before
embarking on a long campaign of "let's update everything and hope the
problem goes away (and hope we don't get any new ones)". I'd hate to
have done all that and then get told "Silly programmer. All you had to
do was enable option xyz...."
So far, in under two hours, I have four replies that all say essentially
that 3.13 might be an issue. (My thanks to you, Pam, John, and Jeff.)

Note that Mantis bug entry 291 documents some Linux compiler issues we are
encountering with R3.14.9 that don't occur with R3.14.8.

So I may try R3.14.8 first.
