The pvList server does exactly what you are asking for, open a
connection to the IOC on a pre-defined port and it sends the PV list.
We have it installed on all of the vxWorks IOCs here. You have to
install it as an epics device and initialize it at boot time. John
Sinclair wrote it and uses it at his place, that is why it is on the EDM
home page.
We also have the IOC dump its list of PVs to a file on the boot server
as part of the startup script.
We also use a version of IRMIS.
