Steve,
     Examining the text of a stripped down instrument drawing, I discovered
that the visibility works as long as the message button defining the local
PV occurs before its use in the ASCII edl file.  I moved all the message
buttons up to the top, and the instrument drawing started working again.
Then I tried to change the layering of some of the objects that use the
local PV.  That caused edm to shuffle the message buttons down in the
ASCII file.
