EPICS Base is Open Source software, we make it available to anyone without
charge and welcome help with its development. The best way to improve the
quality of the releases would be to get involved with testing the pre-release
versions and suggest modifications or patches before the final releases are
made. Think of the effort required as a Software Maintenance Contract payment
to the core development project; it's much cheaper than maintaining it all by
yourself.
The source code changes required to build with 3-14-11 are compatible with
earlier 3-14 versions of Base, once you've made them your code should still
build with previous versions. Personally I regard minor source code fixes
like these as occasionally necessary to improve software quality overall.
