When OUT is parsed the DTYP is not yet known in your case.
It didn't even dawn on me that database parsing would be order-dependent
like that.
For the record: Won't be much longer.
EPICS Codeathon work by Dirk Zimoch fixing this behavior has been merged
into the EPICS 3.14 branch
(see
https://code.launchpad.net/~dirk.zimoch/epics-base/DTYP-parsing/+merge/26381)
and thus will be part of the next EPICS Base 3.14 release.
