Hi,
WindRiver fully supports Windows as a development for vxWorks.
You should not have any problems there.
However, for EPICS I have always favored Unix for EPICS.
So, we use Linux as our development hosts and vxWorks 6.x.
Windriver fully supports vxWorks 6.x on Linux hosts.
Also, EPICS works great with vxWorks 6.x as well.

If you need an NFS server to load EPICS applications to your target,
Linux is also great. :)
