Hi Andrew,
Wouldn't work on a telescope :-(, but a better solution than dropping leap seconds from UTC just because it is all too difficult. In fact I quite like the idea that UTC seconds aren't all the same length (in some well defined way) for one day every few years. That would probably be nicer than a 61st second every now and again. That, after all, is pretty horrible.
Scope for another many years discussion at the time conferences....
