Hmm...same for me.
I see that EPICS Base builds system.dbd. Including this in my IOC makes
the "system" command available. So, it would seem that either
system.dbd should be included in base.dbd, or the documentation needs to
be updated to state that the "system" command is only available if
system.dbd is included in the IOC.
