Have you checked the netmask?
It looks like this is coming from the boot ROM startup and not your runtime kernel. There should not be much resource contention going on at that stage. Presuming you haven't recently modified your boot ROM, confirm the network configuration in the target's boot config. And confirm that you can arp resolve the IP address of the boot host from this host / network. A network sniffer like wireshark would be helpful to see what is happening to the arp requests.
