I suggest that you write a driver for the EPICS areaDetector package. Then displaying in CSS is handled automatically by an existing plugin for areaDetector and and existing widget in CSS.

What is the brand and model of your USB camera?
Do you want to use it on Linux or Windows?
Does it come with a Software Development Kit (SDK)?
Some Webcams produce JPEG images at a specific URL. If so, then there is already a driver in areaDetector called URLDriver that can be used.
