This means that the file doesn't exists. That file was part of
perl-package in wheezy.
With jessie, it should be /usr/lib/x86_64-linux-gnu/perl/5.20.2/CORE/EXTERN.h

"make clean" might help or starting with base-3.14.12.4 directory
unpacked from the source archive i.e. no prior compilation in that
directory.
