Maybe try Chapter 29. Opening Files from Command-Line - org.csstudio.openfile in the developer’s docbook, http://cs-studio.sourceforge.net/docbook/ch29.html
Basically you start css as
css —launcher.openFile /Project/subdir/start.opi
