Summing up an off-list communication for the record:

The introduction of the "Extended Device Support" In 3.14.8 (released 2005) broke pre-3.14.8 device supports that were allowing on-line changes of hardware address links.

This new mechanism and the necessary changes are documented in the chapter "Extended Device Support" of the App Developers Guide.
