My apologies, there is not a consistent use of the file extensions ".template" and ".substitutions". These are files that are loaded with the dbLoadTemplate IOC shell command. The file extensions .template and .substitutions are both often used for the file that is loaded by this command. These files in turn load lower-level database files, and for these the extensions .db and .template are both often used.
I was referring to the .substitutions files in motor/iocBoot/iocWithAsyn.
