Oh, it is a bug. :)
So, for the current ESS EPICS base, I have to copy them with an
additional method. That is no problem!
I am glad that I accidentally made a bug report.

Hmm, the startup directory should be installed when INSTALL_LOCATION is
set, but it just isn't at the moment. Thank-you for asking about this! I
filed a bug in our bug-tracker:
https://bugs.launchpad.net/epics-base/+bug/1719670
I will make the appropriate changes to the 3.15 branch so they will
appear in future releases of 3.15 and above.
