   My mistake.
I had re2c 0.9.4, it didn't work.
I used re2c 0.13.5, as suggested by Mark. Now i can compile successfully.

On the installation notes for the sequencer (http://www-csr.bessy.de/control/SoftDist/sequencer/Installation.html), Ben has noted that re2c 0.9.9 is the minimum version required, so the documentation is fine.
@Ben: is there an easy way to add a check to the SNL build that would give a more obvious indication?

Note that re2c 0.13.5 is quite old (2008), but it works fine.  It was the most recent pre-built version I could find for Windows, here:
