The file selector widget in the display builder has a string-valued PV.
The value of that PV is either a directory, a full path of directory and file name, or just a file name depending on how it's configured.
When you activate the file selector, is opens a file dialog with the current directory resp. file when the value of the PV has a directory in it.
So once you select something and it sets the PV, the next time you open the file selector it's back where you left it.

Initially, if the value of the PV should be empty, the file selector will use the directory in which CSS was started
For the SNS script that starts css, we have a line
  cd /the/beamline/directory
before launching CSS, so you'd then start out in that beamline directory.
