The changes that Bruce is proposing could probably be applied to the
equivalent files in any EPICS Base release since about 3.14.3, although
you wouldn't be able to use the GNU Patch program to do that
automatically since the files have been moved around quite a bit and
there have been other changes to the sources that would confuse patch.

Martin Konrad has suggested that this change be applied to the Base 3.15
branch instead of to 7.0, which I would agree to. It sounds like that
might be a popular idea.
