Hi Community.

I'd like to re-open an issue that has already been discussed back in 2016

but IMHO not properly fixed. I.e., the fix introduced then addressed one
particular race condition but there are others and it would IMHO be
desirable to clean this up.

Because a proper solution involves some complexity, discussions and
review are a good idea which is why post to tech-talk before working on
any patches.

I'd like to discuss reworking casEventSys::process() so that the
casEventSys mutex is released during execution of the callbacks
and I'd welcome help from anyone out there with a good understanding
of PCAS.
