No. Traffic to the local IP (e.g. 192.168.0.100) is "routed"
to localhost 127.0.0.1 and will not leave the machine.

FWIW, the iocsh of an IOC reports that it is connecting to the PV on the NIC interface (IP), not localhost.
The kernel should do the routing, see above.
