If you are using EPICS 7.0.4 on windows. This is documented known bug/issue. You need to patch it up.

Subject: two IOC run as a time
Dear All,
I have two IOC application, one is controlling s7 PLC on s7 protocol and other is Modbus TCP.
When I am starting both IOC on the same Computer, the IOC starting first works fine but IOC run second don’t work.
How to run multiple IOC on the same computer?
