TBH I don't think that will help, it should be possible to load a DBD file by hand without such a reference in it; if you later save the edited DB file it will get a reference to the DBD file like that included automatically.

The fact that you got the “Directive to load” messages indicates that you have almost certainly installed and configured it properly.
I think the problem is that you aren’t loading a fully expanded DBD file. VisualDCT doesn’t know where your EPICS Base installation is, so it can’t use the mvc3Include.dbd file that you’re giving it because that file mostly only contains a list of names of other DBD files that also need to be loaded. It needs the expanded version, which is probably called mvc3.dbd and should be found in your application’s dbd directory after you have run ‘make’ at least once to build it.
Please try that and let us know if it now works.
