If you look at the documentation in the example configuration (https://github.com/epics-extensions/ca-gateway/blob/master/example/GATEWAY.pvlist), you will see that the ALIAS command generally looks like "new-name ALIAS existing-name" - your configuration seems to do it in the wrong order.
