I'm not a fan of Docker or any similar containerization system. I'd
just put everything into a version control system so that you can manage
changes well. If you like Debian, I'd go for an Ubuntu LTS release.
I've been happy with RHEL, and the license doesn't cost that much. But
if you don't want to pay for the license, I'd check out Rocky Linux (but
I don't have any actual experience with it).
