WSL is not an officially supported platform for EPICS Base.

In the past, I found that while generally behaving and acting like a Linux system, WSL shows subtle differences in the implementation of low-level interfaces and services. (In the networking domain, this seems related to WSL using the Windows TCP/IP stack.)

You seem to have found one of those subtleties.

For compatibility, using a VM might be a better option.
