This is indeed true for many sites. It's still not a general rule.

In other use cases, like for medical devices or nuclear reactors, you don't want operators to change displays or create their own. Definitely not. Never.
Moreover, the screens are probably part of the characterization done with the regulatory authority to prove safe operation of a possibly harmful device, and changing them would void your permission. In such environments, it is also often mandated that any possible distraction and confusion of operators must be avoided.

For such use cases, a cut-down version of the display tool, allowing only the functionality that has been defined and was intended, is exactly what you want to serve the purpose.
