A leftover in a specification document which was written without a clear statement of how it would be used.  So it has not been.

No.

fyi. you can tell this by passing 'pvget -vv' and noticing that 'active' is not shown, meaning that the server never pushes a value for this field.  When a server does not push an initial value for a field, it will probably never push any value.

 -m -vv:            Monitor in Raw mode.  Highlight fields marked as changed, show all valid fields.
