The Bluesky data collection framework from NSLS-II/BNL can satisfy your 
requirements except, possibly, for the precision triggering depending on 
the order of magnitude of that precision.  Bluesky is python 3.6+ 
software running as an EPICS client with support of:

* orchestration of scans of 1-D and higher dimensionality
* timestamps for all acquired data
* one or more streams of event data
* support for the EPICS motor record and area detector
* database for scan data
