DBD files will still required in R3.15 - they are still the fundamental
way in which an IOC's facilities are configured. I'm just converting them
to another form for loading onto the IOC itself.
Note that we are adding new keywords to DBD files though - for R3.14 there
is an additional function() statement which is needed for subroutine
records on non-vxWorks IOCs, and in R3.15 there will be more changes to
add link support. You will probably want to make sure that your Oracle
process can cope with using a different DBD file for each IOC or group of
IOCs.
