I think it may be normal behavior now.  How long had the IOC been down
when you rebooted it?

I think that beacons are going out properly.  Here's what casw reports  
when the IOC starts up:

At that point many MEDM screens connected right away, but one took  
about a minute or so.
Could this be a caRepeater problem?
