3.15: base.dbd

Hi,

I just was pointed at the fact that 3.15 has a fully expanded base.dbd 
plus all the records' dbd snippets in the dbd install location.
3.14 has an unexpanded base.dbd plus the snippets in the same place.

What was the motivation for this change? (Wasn't able to answer that 
question...)
