Building from the procServ Source Repository
Requires autoconf >=2.61, automake >= 1.10
Optional asciidoc >= 8.4, FOP >= 0.95, xsltproc >= 1.1.24
$ git clone https://github.com/ralphlange/procServ.git
$ cd procserv
$ make
$ ./configure --enable-doc
$ make
Note that the instructions imply that the ./config

Yes - I do find the instructions in the README being complete and up-to-date.
The INSTALL file is the generic install documentation that is being generated (iirc) when creating an autoconf project.
Adding "having read the README" to the list of prerequisites inside the README would be creating a dependency loop...
