That was detected as a deficiency of the PCAS/gdd server code, about 16 years ago: http://www.aps.anl.gov/epics/tech-talk/2000/msg00662.php

I don't think it was ever formally reported as a bug, though.

Nowadays (since ~5 years ago), clients should create a subscription with the DBE_PROPERTY flag and get notified about metadata changes.
