Andrew helped me find the problem. I was indirectly including RULES_DIRS twice in the Makefile. In 7.0.2 that causes RULES_COMMON to be included twice which generates the warning. I changed my RULES_OPI to avoid the duplicate include and that fixed it.

They don't seem to be causing problems, but I'd like to get rid of them. What can cause those?
