I think you may need to update the ci scripts on the 3-15 branch to mirror those on the 7.0 branch https://github.com/epics-base/epics-base/tree/7.0/.ci -  a few issues were fixed there, which may be related

I had no idea that appveyor would build from a launchpad.net repo.
I've always pushed again to github.com.  This doesn't require any special config.
