It does (I think) though the epics-base config have never used them.

AppVeyor cache limit is 1GB per account (across all projects, branches, builds, and jobs) - and builds fail if the cache is full.
Pretty much unusable.
The up-to-date AppVeyor support (Freddies's idea - thanks!) uses it for the downloaded tools: perl, make etc.
