First, can/should RTEMS5 use NTPd?
At a glance adjtime() appears to be sort of implemented now. (cf. cpukit/score/src/coretodadjust.c)

The usually unusual mix of history and expediency?
I take it that you're having problems with the confusing
#ifdef s and interplay between osiClockTime and osdTime?
