I would say that the manual update approach is fine. If you can't
remember, then just keep a text file of the steps that you need to do
for a new release and follow it.
If you feel that you really need to automate it, you don't need to use a
Git commit hook or some fancy integration with Git to do it, IMO. You
can just write a script to do all the steps you would normally do by
hand to make a new release and then just always use that script instead
of doing the steps by hand.
