Hi Ralph,

This build failed all vs2015 and older and mingw config's. For vs2015 it appears to be a Perl issue (missing ExtUtils::Command module), for vs2013 and below it can’t find the compilers (cl and gcc).

However probably more fundamentally, why is the epics-base-7 Appveyor project compiling the 3.15 branch at all? The epics-base-3 Appveyor project is currently happily building these commits and has got past the config's that failed in the other project.
