A statement that I pick up to create a request:
Laboratories with a need to have strong support for the Windows platform should get together with the EPICS Council to coordinate how to contribute the appropriate manpower and skills to the Core Development team.
I don't think the current - admittedly sloppy - situation will ever change without someone taking responsibility.

My apologies for the problems on Windows, I might not have been the only core developer who forgot that this was still a real issue.
