  makeBaseExt documentation missing

Bug description:
  There's a perl script in base called makeBaseExt.pl, which seems to be
  directed to the general user, but does not have documentation in the
  AppDeveloper's (it's just mentioned once).

  Additional information:
  I would add the doc myself, but I never used it and don't have a clue what it is about and what the caveats are.
