caget of an empty waveform record returns 2.50321e-308 in 1st element

Bug description:
record(waveform, "test:wf") {

}
$ caget test:wf
test:wf 8 2.50321e-308 0 0 0 0 0 0 0
$ caget -c test:wf
test:wf 0
Not sure if this is a caget bug, or somewhere inside dbAccess. We
don't normally allow zero-length arrays, but the initial value for
waveform.NORD is zero.
