That is interesting.  You should not need startPVAServer.
The PVA server starts automatically during iocInit(), and
has done so for some years.

Running startPVAServer again should be ok though.  Only
printing:

PVA server already running

However, I guess you have found a logic error.  Perhaps
with the ordering?  You might try reversing the order
of these two statements.

startPVAServer
iocInit()
