 Perry indicated where to find it.  My version of 3.12 indicates that
 base/src/util/cmdClient.c was put in the cvs Attic at some point.  
 If you can't find it in your release of EPICS, it's probably retrievable
 there somewhere.  I'm not sure if we should get it set up in extensions/ar
 or what.
