As I recall, Allen Bradley DH+ always operates at a rate of 57.6
Kbaud. The manual that accompanied our DLPC boards indicates that 
you can interface with DH+ at 57.6 Kbaud (mode 0). Alternatively, 
the unit is also capable of being an RIO virtual rack at speeds
of 57.6, 115.2, and 230.4 Kbaud (mode 1). I suspect that you are 
using mode zero. I seem to recall that Data Link Technology Inc 
recommended against configuring the PC to DLPC link faster than 57.6 
Kbaud in mode zero. The DLPC units on LEDA have been extremely 
reliable.
