The restore part of Bob's code (reboot_restore()) writes PV values
during iocInit, but the precise timing of the writes is determined by
the user, who calls reboot_restore() from a customized copy of
initHooks.c.  Typically, some PVs are written to only before record
initialization, and some are written to both before and after record
initialization.
