Releasing EPICS driver for Libera

I'd like to announce the release (via SourceForge) of an EPICS driver for 
the Libera beam position monitor.  Please find the release on
	http://sourceforge.net/projects/libera-epics/
This should work with any recent 3.14 release (.6, .7 or .8.2) after 
applying the included patches for ARM support.

This supports the latest, version 1.00, device driver from Instrumentation 
Technologies (www.i-tech.si).  Please let me know of any issue that arise.

At Diamond we are using this release for transfer path and booster 
commissioning.  Storage ring monitoring will come later, once "digital 
signal conditioning" is provided in a later Libera driver release.
