The base/dbd directory is the install location where the file from 
src/db gets installed to, so you don't want to edit anything inside 
base/dbd or your changes will be lost when you next rebuild base.

Note however that you can also override the scan periods in an IOC 
application by just providing your own modified copy of menuScan.dbd, 
which will be found before the base one.
